Trump has chosen to leave his options open in hopes of working with the Saudis. If that fails, he can always "get new information" and choose to punish them later.

If working with the Saudis succeeds, it means getting their help in the Middle East, getting additional business from them, and their cooperation on oil prices among other things.

There are bigger issues at stake than Khashoggi's murder.
