own. It says another couple had to take out a loan for living expenses. Maybe they had to use what they had to pay for school and then took out the loan for living expenses because they didn't have it. Either way, it seems the payments aren't being made and Congress is angry about it too. The veterans department even admits it's behind. Everything isn't a conspiracy theory.
