I cannot help but wonder how many Dept of VA Affairs - employees are sitting doing nothing

because they cannot be fired for incompetency. This is the problem with US Civil Service and almost all bureaucracies. They make the excuse of having a 50 year old computer system which puts it in the latter 1960s and has validity. Lots of COBOL, maybe some Assembler and lots of kludges to tie in desktop work stations running modern (?) Windows. Problem is that you have to run the old while replacing pieces to make it more flexible BUT there are (inevitably) employees who KNOW the old and will not adapt to anything new yet cannot be fired or reassigned. Any number of Dilbert Strips on this topic as well as academic studies.

Oh, and let us not forget the politically connected ‘Beltway Bandits’ ready to promise the moon and deliver a mouse yet have ‘friends’ to keep the contracts flowing. Remember the 1st years of Obama Care and the mess that it was? Same for D.VA & IRS and Social Security, all have massive data processing and endless contracts to ‘fix the problem’!
