Why no Mueller announcement? - sm

I can't figure out why Mueller hasn't published anything on Trump ahead of the midterms. Does anyone care to speculate with me?

By my estimation, they've decided to wait until after the midterms. That leaves 2 ways to look at it:
1. They found something on Trump.
-- Why wait? Shouldn't the people have a chance to put Dems in Congress so Trump can be impeached? They've made interim announcements before, about Russians and other indictments. They can't be waiting for the full report to be finalized. It's too important.

2. They found nothing on Trump.
-- They have no choice but to wait. Announcing him innocent of wrongdoing without the full report to back it up would be irresponsible and lead to more questions.

I suppose there's a 3rd option. Mueller has finished his report and submitted it to Rosenstein. Rosenstein took it to Trump and Trump has decided that it won't come out until after the midterms. This option isn't exclusive of the other two. Why is this a viable option? When Mueller found Russian Facebook interference, he took it to Rosenstein. Rosenstein took it to Trump and asked whether he'd like it announced before Putin's visit or after.

Is this proof that Mueller has nothing on Trump? What am I missing? Is there another option?
