go through one system and the parents go through another. Some parents are deported before they are reunited with their kids. Some, since coming through different systems, get lost in the shuffle because the kids are too young to say their parent's name or their address. The parents know who their kids are but linking them with their kids is difficult because they don't know where their kids are. I've read their doing DNA tests on the kids to try and link them to their parents.

Sounds to me more like they need to slow down and get organized before they separate them.
