If the republican states would have taken the expansion and people bought insurance, with or without the mandate, it would have worked. The pubs convinced people that because they shouldn't have it, they shouldn't buy it, thus the failure. I guess it's better for the rest of us to pay bills for people who don't want insurance. Logical republican thinking.
