where they can participate in community without fear of deportation--Police in those areas say it is a good thing because they get cooperation to root out the real crime.

As to this man, he seems confused, bewildered, not exactly a poster boy for committing a heinous crime. My bet is he picked up the gun, thought maybe he could sell it (maybe use it in a crime) and it went off by accident.

No doubt, he is illegal, he should be deported. I think he will be convicted of manslaughter.
