It sounds like an unfortunate accident caused by the woman who threatened the police and chose to involve this poor family. I do not understand where the "police were out of hand."
You are correct that "There is NO explanation or defense of this," but I would say that statement would be for the woman who caused the whole unfortunate incident.
My heart does go out to the poor family caught up in her reckless behavior.
