The cops didn't know for sure she was armed. But they did see her running toward them, pointing something at them that resembled a gun, yelling that she was going to kill them.
What you fail to see is the woman's perspective. She KNEW the cops were armed. She KNEW they shoot people when they're threatened. She KNEW she was threatening them.
It's called suicide by cop. She committed it. She's the one who KILLED the innocent boy and destroyed that family.
