Quite possibly. But that would imply no evidence of collusion - sm

If Mueller is using transition emails to catch people in process crimes (like lying to investigators) that means he doesn't have any evidence of Russian collusion. If he had evidence he'd present it and end the investigation.

For example, look at the timing of the Strzok announcement and the Flynn guilty plea. Strzok was expelled in summer. But Mueller needed Flynn to plead guilty before he could announce what happened. If Flynn hadn't taken the plea deal, the charge would have had to go to court (assuming they wanted to get Flynn on something). Once it's in court the opposing lawyers have access to all the evidence and all the witnesses. Mueller knew a case against Flynn with Strzok as a witness/investigator wouldn't hold up. That's why he got the Flynn deal inked before he revealed Strzok.

The other problem for the collusion crowd is Trump has to have done worse than all the Hillary/FBI revelations that have come out. I don't think that's possible. Not impossible, of course. But if that was the case we should have heard something about it by now.
