BPR covered this yesterday in an unusually even handed story. The
company is small because they use mostly contractors on an as needed basis due to the nature of the work (emergency repairs). They are competent because their specialty is repairing lines in hard to reach, mountainous areas. In this case, the small remote location (Montana) is a huge advantage. They also were willing to bid when the PR power company is $9B in debt with no money up front or extra binders. They are unusually transparent as they are webcasting their progress.

Seems like an excellent choice.
