OBAMA had control of the House AND Senate for two years. If OBAMA, the liar, had any interest in solving this problem, OBAMA had 2 years to do it.

As usual, spineless, ball impaired OBAMA passed the problem on to Pres. Trump, as OBAMA did with all dicey issues. OBAMA'S only intent was to destroy the USA.
