It isn't as simple as the article makes it sound.
The article is only stating that people who cross the border "illegally" do not get these benefits. However, that is why those crossing the border are turning themselves in to Border Patrol. They are "processed" and released with a DHS document called an Order of Release on Recognizance which states they are here LEGALLY.
Research government benefits, and you'll see they are not given to "illegals." But after being processed by DHS, they are not considered "illegals."
I also read an account that along with the Order of Release on Recognizance document, some were given Social Security cards. I can't definitively find if that is true or not.
