The purpose of the absentee request form is so that the voter requesting the ballot can be vetted against the voter roles and his/her identity can be verified.

The purpose of the signed returned ballot is so that it can be matched up with the original absentee ballot request to verify that the person sending in the completed ballot is the same person that requested it, (thus the need for signature comparison and checking for the original request).

Finally, if a person goes in person to the voting precinct or other election office and request an absentee ballot they would still be required to complete the request form, be subject to signature and voter registration status and be given a blank ballot and the appropriate envelopes and instruction forms in order to return the ballot.

All of the above needs to happen and be verifiable so that fraudulent ballots are not introduced into the system.

The AP, (and the MSM in general), have still not presented any FACTS that explain why the “sent ballots” and the “returned ballots” number show less ballots sent vs. received. So far there has not even been a reasonable explanation. Until then, the facts, as they currently stand, tend to show that fraud is involved in this case.
