for typically licensed transfers. This happens when the markings are incorrect, or it wasn’t clear if the data was actually ITAR, and was adjudicated to be controlled after the fact, etc.
It’s usually indicative of poor internal controls and people unfamiliar with the actual requirements of a license, not subversives trying to aid and abet enemy regimes.
But why give it to China though?
