Problem is, he turned towards the officer as he dropped it.
Most important aspect of this in my opinion is this: We've seen the video how many times, frame by frame, freeze frames, zoomed in on his hands, watched it over and over. Cops don't get that luxury. They see it in real time and make a split second decision.
Cops shouldn't have to be shot at first.
Also, the cop fired once, then rendered first aid. They rarely show the part of the video where the cop is desperately trying to save his life.
