weren't even at the rally and never heard anything Pres Trump said or anything the other speakers said either, so how exactly does this constitute incitement?

This was a planned event that law enforcement was already well aware of and they did basically nothing to secure the building. My question is why wasn't that whole area around the Capitol building put off limits way in advance with at least a several block perimeter secured around the building by police. Either someone messed up and didn't do their job or this mayhem was given the green light to proceed.
