New pipelines change the way oil moves from where its drilled to where its refined or stored. An old refinery or a train line can remain profitable simply because their is no competing pipeline.

In order to stop the new pipeline from being built, someone tells the Indians they should get paid before allowing oil to flow under their feet. Then the old infrastructure keeps its profits for another ten years while the courts fight.
