The oil/shale was being transported through the Indian reservation, whereby the Indians were paid. Having the pipeline under the lake, (that already has four or five other lines and is nowhere near the reservation), would in essence put an end to the transports on Indian lands, and the payments to them.

It looks like they are just looking for a payoff AND Trump moved the pipeline 70 miles away.

Look at the map. The pipeline does not cross the reservation. If they are bent on suing someone, try the leftard invaders who are camping on the reservation and destroying the ecosystem.
