I assumed you meant the current POTUS, not the previous one.
It seems to me that Trump is letting the states handle these uprisings. That's exactly what he should do. States were set up to be mostly independent. The Federal government was set up to support the States and be there if a State needed additional support. If the Dem mayors and governors think they can handle the protesters they should continue to handle them. If they don't think they can handle it, Trump has offered to help.
That's how the nation is set up. It's a pretty good system.
