treated a bit differently than average people when they are the ones accused and what the delay in arrest may provide in the way of an argument for a defense attorney.
The average person who uses lethal force (even self defense) runs a very high risk of prosecution, or at least that’s the impression I have. Police, on the other hand, are presumed - rightly or wrongly - to have more of a right to use force than the average person, and so when they do use lethal force, it is thoroughly investigated before any charges are filed.
In this case, there is video evidence. There were 18 complaints against this officer, both black and white, 10 of them were from using excessive force. I doubt this time would have stopped the rioting any sooner though, but maybe it allowed the anger to percolate, but he's been arrested and the looters are still looting, so it's gone way beyond protesting. It's anarchy.
