Detroit docs are using it also. Two very large hospital systems here in my state (Henry Ford and Beaumont) are in the testing phase now.
"In its approval letter, the FDA wrote that "[b]ased on the totality of scientific evidence available to FDA, it is reasonable to believe that chloroquine phosphate and hydroxychloroquine sulfate may be effective in treating COVID-19"

I think it's a personal decision between patient/family and doctor to make. For me, if I was in very bad shape or my kids, I'd take it without reservation. "Detroit's Henry Ford Health System is leading the nation's first large-scale study on the effects of hydroxychloroquine in preventing COVID-19, looking for more than 3,000 frontline volunteers to take the drug to see if it prevents them from contracting the virus."

It reminds me of when an experimental drug is not given to dying cancer patients because it's not FDA approved yet.
Hard to believe that I'm almost quoting Trump but ... if you're dying, what do you have to lose? Give me the drug!
