We have a two tiered justice system in this country which is why Roger Stone was arrested by fully armed FBI with CNN filming it (who leaked it) in the early morning and Andrew McCabe was not. Lt Gen Flynn was entrapped by the FBI (even they didn't think he lied) while Hillary Clinton and Lois Lerner, for instance, were let go.
