This is why food pantries urgently request toilet paper, Kleenex, Pampers, Kotex, toothpaste, deodorant, etc., in addition to food. These are all normal household items you are not supposed to buy with food stamps.

If food stamps are being used at strip clubs, high-end Vegas hotels and the like, then yes, that is fraud. It is fraud on the part of the recipient who is misusing the card and fraud on the part of the merchant who is accepting the card in payment for items for which it is invalid. You have to have both to have a completed transaction.
