Back in the Clinton impeachment day, there were far fewer TV channels to go around. Networks didn't want to lose advertising revenue by preempting regular programming. Now with many, many cable channels and more news networks other than the alphabets, it's easier to provide more impeachment programming without riling up the TV-watching public who doesn't want to be bothered with news.
