(mayor or whatever) who hogged the cameras for days on how Trump's aid was late or not arriving at all and he had caused the climate change by his policy anyway.

So the "emergency" supplies took a little while to get to the downtrodden people. Probably the stuff priced too high by the officials for sale on the black market.
