Recall that the Dept. of Ed. was created by Jimmy Carter as a sop to teacher's unions. It has been metastasizing since then.
The US Constitution and the Declaration of Independence recognize the self-evident truth that the only legitimate purpose of government is to protect the inalienable rights of the people governed.
US history has proven that when government reaches a certain critical size, the people inevitably lose control of it and become the slaves of the people who do control the government.
Obviously, government must be kept small enough to remain the servant of the people governed and not their master.
