most are. A lot of them have served both Democratic and Republican presidents. A lot of foreign policy does not change radically across different administrations, so some presidents keep a well-serving diplomat in place. It is not an ambassador's job to critique presidential decisions unless asked to do so. There seems to be a major misunderstanding and lack of knowledge about just what an ambassadors/diplomats' role is. People seem to have misplaced expectations about the whole subject of their role.
