Here are facts from a Washington - Times story.

The last 2 paragraphs of this story are as follows (The WT is a newspaper favorable to the Trump Admin):

"While the White House keeps trying to advance construction paid for with military funds, other work paid for by other means continues.

One of the latest is a $33 million contract to Southwest Valley Constructors, based in Albuquerque, New Mexico. Southwest will build a stretch of border wall in four segments, all of which are designed with 18-foot- to 30-foot-tall steel bollards. The company will also install detection technology and new lighting and will also perform some road construction. In its announcement of the deal with Southwest, U.S. Customs and Border Protection made a point of stating that the work would be paid for with fiscal year 2019 appropriations and with funds from the military."

These funds are from the border funding bill for 2019. Funds from the military are NOT being used as of now as there is still litigation pending. So, it's not true that the Dems refused to fund the "wall." This spending bill includes monies for the wall, just not as much as he wanted. There was also a spending bill passed in May, I believe, to help fix the problems at detention centers for immigrants.

I'm not sure what you mean by we are expected to fund sanctuary cities. Any Federal monies/grants to cities don't come with strings attached to do exactly what the Federal government wants them to do, and the Federal money any city gets is certainly not their only revenue, so you are not funding these cities. If anything, they might get enough money to buy a street sweeper or upgrade parking meters. Any piddly amount that cities get isn't keeping them in business.
