They're investigating reparations because it lets them look good without doing anything of substance.
The first step to giving reparations would be an investigation. Supporting the investigation makes politicians look good. At the same time it gives them a way out. "We investigated, it's just not feasible."
Meanwhile, people who want to pander to the audience that would benefit from reparations can say they support them even though it will never happen. It's another method of pandering.
