Sounds like a carbon copy of Canada's "National Health Act" which not only forbids one from buying insurance that covers services covered by provincial health plans, but forbids Canadian citizens from paying for health treatments out of their own pockets if the health plans cover them. In short it's a Soviet style monopoly healthcare system, unlike the former USSR the P.R.C was smart enough not to copy that portion of the Soviet system.
