Tons of things that are decided by government - Are not "in" Constitution

The legislatory actions for these things is provided for by the Constitution. Like semi-automatic weapons. Are those provided for in the Constitution? Some say yes.

Applicability of Constitution is cherry-picked---sort of like Bible use.
