income individuals that does include some illegals, but to answer your question, can Americans get it? YES. In California they will be able to get it. They are doing what the rest of the country should be doing, giving low income people access to health insurance. Trump and the republicans want to take that away from people, including Americans so the rich insurance companies can get richer.
