I did read above posts. I saw nothing that - stated they can't do it.

The full text of the Tenth Amendment is:

The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

The "nor prohibited" might be the factor in this whole thing. The Constitution does not prohibit requiring tax returns.

I'm not a legal expert so I guess it is up to the courts to decide.
