No, MMT is mostly a statement of present monetary system facts, as they have existed since the Bretton Woods accords ended in 1971.
The Federal Gov's policy levers then flow from that.

It's an unfortunate fact that the mainstream economics profession either ignored the change from restrictions under a fixed FX rate and gold/$ convertibility monetary system, or preferred not to acknowledge it for (neoliberal) political reasons...Mike Hall
