are to investigate. It's not even an exoneration on the obstruction part, it just means they didn't have the evidence to indict. I think nobody can make assumptions until the whole report is turned over to the public. On the collusion, it's been said all along that is a hard one to prove, so for me it also doesn't exonerate him and his clan, there just wasn't enough evidence.
