Just prior to Hanoi the NK generals in cahoots with China told Kim that Trump would not be in power for long and that he shouldn’t give away the crown jewels of their nuke capability. They also pointed to the Cohen hearing and the fake news surrounding it that upstaged the Hanoi Summit (done on purpose by the Democrats).
So Kim backed down a bit on full nuke disarmament while asking for full sanctions relief. POTUS said no. Thus, the already scheduled sanctions proceeded toward their deadline.
Today Kim Jong-Un likely told Secretary Pompeo that they were getting closer to full denuclearization, hence only the ADDITIONAL sanctions were called off.
