And in that paragraph is the reason she never was fully vetted before receiving a security clearance - which had to be of the SAP Top Secret variety given the access she had as revealed by he paper.
This sounds every bit like the Clinton era phone call clearance procedures, which nominally saves money and resources while allowing unstable people access to critical information. These sorts of very poor security vetting procedures will bring more like Witt and we will all suffer as a result.
