Election peeps Palm Beach & (I think) Broward have done this in prior elections where Democrats lost. "Oh, look! More ballots!" I believe at least one of their elections official ran afoul of the law before.

Fla.law has specific criteria for recounts & deadlines that have been ignored in those counties. Gov. Scott has filed a lawsuit.
