Many, many women, whether they have dressed modestly or not, have stories of being assaulted in some way. When female children are sexually assaulted, is it because they were flaunting their bodies? Both I and my daughter have memories of incidents in which we were grabbed or inappropriately touched and neither of us ever did what you suggest.

A man should not be presumed guilty just from an accusation but especially when he is being appointed to a lifetime position, everyone who has information should be interviewed and their comments taken into consideration. And when 2400 lawyers and a former supreme court judge say that Kavanaugh should not be confirmed, there should be a more thorough investigation.
