Based on the OP it doesn't seem like they do.
Trump's "questionable dealings" like Trump University would all fall under the civil allegation. Meaning people feel they were wronged by a business and didn't get what they paid for or were promised. Civil allegations get resolved in civil courts and can be investigated by reporters. Not by law enforcement.
If a crime was committed that should be investigated by law enforcement.
There's a big difference and it's dangerous to conflate the two under a criminal banner just because you don't like someone.
