Took place. Almost 3000 people died because the US president did not provide for appropriate support for people in the US territory ( Wash. DC is also a US territory). No, they did not die in the immediate hours following the hurricane. But, applying science and statistical data (not s Republican virtue) they most certainly died as proximate csuse of Maria.
