it was certain to fail, if brought up for a vote. Maybe the 11 who submitted the articles thought it was an effective measure, maybe they were just exercising their consciences out of frustration. Whatever. It wasn’t going to work.

If they measure had passed and went on to the Senate, the Dems - who were certain vote as a block against impeachment, would have dragged out the procedure as long as possible, delaying the SC confirmation.

If this an attempt to make Nunes look bad, it failed. He's right.
