markets, on various sites, aimed at various demographics, etc., so they could gather data on effectiveness — from the numbers of hits and responses, to people actually showing up at BLM rallies etc.
They were not pushing any particular candidates or positions in the 2016 election, but researching how to influence and/or disrupt America via the internet for future occasions. What appears from outside to be randomness was the result of testing by design across a broad spectrum.
Mueller and others are either too dull to see this, or they don’t want to.
