You have to remember, our bible is the King James version, the same King James who wrote a How-to on demons and witches and sparked and inspired many, many arrests torture, and hangings of witches including the Salem trials. It wasn't until decades later he "softened" and stated there wasn't probably much evidence available to convict accused witches on. The "evidence" was what the victim saw and was no visible to witnesses of the affliction. A witch would sign a pact with the devil and allow their shape to be used by the devil to torment victims. So all that could be seen would be the victim flailing around and screaming and crying. It also allowed for small children, under the age of 12, to testify and base a conviction on that testimony alone.

I think the Council of Nicea was trying to control the wave of Christianity to allow governments to use it. It is very powerful. I believe it is the most popular religion on the planet but that could be attributed to less than kind forms of "missionary work" employed during the dark ages and the centuries that followed. It seemed to be a little short on the Golden Rule and turn the other cheek back then. Constantine publicly became Christian and supported Christianity because it was a period of time where Christians had gone on the aggressive and were killing people. They were too powerful to deny at that point and he offered an olive branch so to speak to maintain his seat.
