I know someone whose friend spent a month filming a hunting safari for a client in Tanzania. This is the last of the wild free range hunting grounds. The govt gets a cut as well as the local villagers which in turn has opened up great communication and has put a large dent in poachers. The locals like the extra income as well as the meat from the kills. At times you do need to cull elephants when they kill humans in the larger populated areas. After living there for a month and really getting to know the locals I would prefer that ivory not be imported. However culling the heard of a bull that does not have dominance and is on his own is much more favorable for hunting.

This what I learned from the horse's mouth, pardon the pun.
