I know a lot of republicans that would be insulted by the "Dems don't want Russians interfering again" statement. They don't want Russian interference either. Many people also don't understand how they used media and social media to "manipulate" the minds of people. Did this change the minds of people already committed to either Trump or Hillary? Don't know. I know it didn't change my mind, I still voted for Hillary. Did it manipulate the undecided voters? Don't know but it certainly could have, especially in the targeted states.

I would suggest doing more research on the issues you are talking about and maybe you will understand they are not connected.
