conspiracy lurking under every rock for some people. Couldn't it be an unfortunate, not well-thought out, bad policy developed by the government without realizing its consequences. I agree it needs to be changed, reined in so to speak, to not include every relative one has. That's being done, isn't it? I doubt very much it was done for nefarious purposes of any kind, so why dwell on that. Let's just fix it, jeesh.
