SHE DID NOT SAY THAT PEOPLE OF COLOR WILL NOT SUCCEED IN MATH, SHE SAID, POC are less likely to be encouraged to succeed due to the whiteness of mathematics programs, discouraging people of color.
You might try a different source...and actually analyze what you read.
