I'm neutral on this issue BECAUSE I believe that EACH case is unique and different so the circumstances of EACH case must be scrutinized individually.

That said, you linked to a biased site that employs visuals for the mentally challenged. (Do we really need to have a block representing each victim displayed on the screen for us to envision a four-digit numeral? REALLY?!)
